Administrative Hearings
Notice: LADOT is committed to maintaining the health and safety of the public we serve and our staff. Our four Public Service Centers are open from 9am to 5pm, Monday to Friday, with safety protocols in place. Adjudication offices will remain closed for in-person hearings until further notice. Public call centers remain operational.
Due to COVID impact, it is possible that Public Service Centers may close without advance notice. Most questions about parking citations – including general information, payment and contesting options – can be answered on this website and on the LADOT Bureau of Parking Management website.
Motorists may request a hearing by written declaration or by telephone for citations and impounds. Mail correspondence to: Parking Violations Bureau, P.O. Box 30420, Los Angeles, CA 90030. Please include the citation number, your name, postal address for all correspondence, and all supporting evidence for your case. For a hearing by telephone: please contact the Parking Violations Bureau at 1-866-561-9742 to schedule a telephone appeal.
If your vehicle is currently impounded, you are encouraged to retrieve your vehicle immediately. To contest the impound, please contact the parking enforcement office nearest to the location of the impound. If your vehicle is booted, please contact the Parking Violations Bureau at 1-866-561-9742.
If you are not satisfied with the results of the Initial Review, you may request to be scheduled for an Administrative Hearing. We must receive your request for an Administrative Hearing within 21 calendar days from the mailing date of the Initial Review decision. Once those 21 calendar days have passed, you are no longer entitled to an Administrative Hearing.
State law requires that you pay all fines owed on the citations before you request an Administrative Hearing. If the Hearing Officer rules in your favor, you will be issued a refund within 30 days of the date of the Hearing Officer's decision.
You may request a Pre-Payment Waiver if you meet the low income guidelines in the Federal Register by the United States Department of Health and Human Services.
- If your Pre-Payment Waiver is approved, the City of Los Angeles will allow a hearing without payment of the parking penalty.
- This Pre-Payment Waiver does NOT cancel your fine. It simply allows you to attend a Hearing without first paying the fine required by state law. If your citation is found to be valid, you still must pay the fines.
- If your Pre-Payment Waiver request is denied, the parking penalty must be paid for the hearing to proceed. If not paid timely, you will no longer be entitled to an Administrative Hearing.
You may either request an in-person hearing or an administrative hearing by written declaration. If you do not wish to be present for the hearing, you may select the written declaration option. For written declarations you must submit your written reason for contesting the citation and ALL evidence to support your case. For more information, please download the Hearing Request Form.

Within 15 days of receipt of your request for an in-person hearing, you will receive a confirmation with the date, time, and Hearing Location.
Per California Vehicle Code section 40215(b), only ONE rescheduling is allowed.
**Once a decision is rendered, you CANNOT request another Administrative Hearing of the same citation. You have the right to appeal a final decision within 30 calendar days from the mailing of the Hearing Examiner's Decision.
If you need a Payment Waiver for the court fee to attend the Hearing, you may request a waiver directly from the Superior Court. However, if the Superior Court upholds the citation, payment is due within 30 calendar days of the date on the Notice of Decision. Late penalty fee(s) will be applied if payment is not received timely.
